Thus, considering the guidelines in that Declaration, this TEL 38 represents the opportunity to review the achievements and to explore the major challenges and priorities within APEC economies, the main reviews and studies on competition policy, convergence, universal access, as well as cybersecurity issues and misuse of the network infrastructure, among others.
In Peru, we have taken important steps for fostering the convergence of services and easing the entrance procedures for new competitors in the telecommunications market. The Single Concession Law establishes that operators willing to operate several services need to follow only one concession procedure, in contrast to obtaining a concession per each service; the Law for “The expansion of telecommunications infrastructure” establishes a temporal regime for installing and deploying the necessary infrastructure for telecommunications services; and bidding processes for assigning spectrum to provide mobile and fixed telephone services, among others, have been our priority.
As the hosting economy, Peru will make every effort in order to cover the expectations for this meeting and fulfill our role. We hope you enjoy your staying in our beautiful and welcoming country and if you have the opportunity, do not hesitate to visit our touristic attractions.
Finally, it is indeed a great pleasure for Peru to welcome APEC Economies to TEL38 Meeting and we look forward to seeing all of you in Lima.
